How to get Driving License : (Expatriates)

For Heavy Vehicle Driving License :

 Required Documents

  • Complete the specified form completely.
  • Submit 4 photos, size (4X6) cm.
  • Submit an identification letter from an official authority.
  • Pay the fees.
  • Provide a file to save documents.
  • Submit the identification letter from the sponsor (Expatriates)
  • The applicant’s occupation must entitle Driving Heavy Vehicles.

For Diplomatic Driving License

 Required Documents

  • Complete the specified form.
  • Submit 4 photos stamped by the diplomatic authority.
  • Submit an approval letter from the Ministry of Foreign Affairs.
  • Submit a copy of the applicant’s driving license issued from his own country, translated into Arabic and stamped by the diplomatic authority.
  • Submit a file to save documents.

Foreign Driving License Replacement

Required Documents

  • Submit the specified form completely.
  • Submit 4photos, size (4X6) cm.
  • Submit the original foreign license along with an Arabic translation.
  • Submit a copy of Resident Permit (Iqama) and passport (Non-Saudis.)
  • Provide an identification letter from the sponsor (Non-Saudis.)
  • Pay the fees.
  • Submit certified translation for the original license.
  • Provide a file to save documents.

Renewal of  Private Driving License or Damage/Loss Replacement:

Required Documents:

  • Complete the specified form.
  • Submit the original Driving License to be renewed.
  • Submit 2 photos, size (4X6) cm.
  • Submit a copy of Civil Affairs ID (Saudis.)
  • Pay the fees.
  • Submit a file to save documents.
  • Submit an identification letter (Non-Saudis.)
  • Submit a copy of Resident Permit (Iqama) and passport (Non-Saudis.)
  • Submit the damaged license in case of a Damage Replacement request.
  • Submit a Police report in case of a stolen license.
  • Publish in local newspaper in case of a lost license.
  • Submit a Civil Defense report in case of a burned license.

Renew Diplomatic Driving License or Damage/Loss Replacement :

  • Provide 4 photos size 4X6) cm, stamped by the Ministry of Foreign Affairs along with the original driving license to be renewed.
  • Submit a file to save documents.

List of Traffic Violations, Penalties:

Traffic violations are divided into 4 categories as follows:

Category I Violations, extra measures that might be taken thereon:

Penalties for such violations: (A fine not less than 500 Riyals and not exceeding 900Riyals, or keep the vehicle in custody plus the fine). These violations are:

1. Driving a vehicle without driving licence.
2. Driving a vehicle without plates (vehicle will be kept in custody until settlement of violation).
3. Driving a vehicle without back plate (vehicle will be kept in custody until settlement of violation)
4. Using forged registration plates (vehicle will be taken into custody until removal of violation).
5. Using illegal plates (vehicle will be kept in custody until settlement of violation).
6. Fixing equipment on the vehicle like those used in official and emergency vehicles (vehicle will be kept in custody until violation is settled).
7. Concealing or trying to conceal or blur the special features of the vehicle (vehicle will be kept in custody until violation is settled).
8. Driving under the influence of alcohol, drugs or medicine which was warned not to drive if taken.
9. Not stopping while the red traffic light was on.
10. Driving on the opposite direction.
11. Moving fast, recklessly between vehicles on public roads.
12. Exceeding the speed limit by more than 25 km/h.
13. Overtaking vehicles in curves and uphill(s).
14. Stopping on railways.
15. Uncovering, untying transported loads.
16. Carrying out road-works before notifying the relevant authorities.
17. Non-stopping completely at the stop signal.
18. Not stopping at the signal driving priority ahead if there are vehicles moving on a priority road.
19. Allowing no priority to vehicles moving on the right side when they reach the intersection where there are equal movement priorities, when there are no priority signals.
20. Allowing no priority of movement for vehicles on the main road if there no priority signals.
21. Violating traffic police hand signals while organising traffic and not giving his hand signals priority to traffic lights.
22. Allowing no priority of movement for vehicles in a roundabout by the vehicles outside it in the absence of lights signals or traffic policeman who organises traffic.
23. Endangering lives by driving a vehicle without breaks or necessary equipment (vehicle will be kept in custody until settlement of violation).
24. Not using necessary lights at night or while driving in bad weather conditions.
25. Driving vehicle inside tunnels without lights.

Category II Violations, extra measures that might be taken thereon:
Penalties for such violations: (A fine not less than 300 Riyals and not more than 500 Riyals, or keep vehicle in custody plus the fine). These violations are:

Making additional amendments to vehicle’s body without following proper procedures (vehicle will be kept in custody until settlement of violation).
1. Driving public works vehicles (industrial, constructional, or agricultural) on road without taking proper precautions to avoid their negative effects (vehicle will be kept in custody until violation is settled).
2. Driving a vehicle that pollutes environment on public roads (vehicle will be kept in custody until violation is settled).
3. Exceeding the speed limit by not more than 25 km/h.
4. Tampering with traffic regulating signs.
5. Not stopping at check points when there is a check point sign.
6. Not complying with traffic regulations at roads intersections.
7. Using vehicle for unlicenced purposes.
8. Carrying passengers whose number is more than the number stipulated in the licence.
9. Seating passengers in the vehicle in places other than those specified for them.
10. Refusing to present driver’s or vehicle’s identifying papers when required by authorized persons.
11. Non complying with road-limits marked on the lanes.
12. Leaving objects on public roads that endanger public safety.
13. Allowing no movement priority for VIP or emergency vehicles.
14. Overtaking school buses when they stop to load or unload.
15. Using expired licence..

Category III Violations, extra measures that might be taken thereon:
Penalties for such violations: (A fine not less than one hundred and fifty Riyals and not more than three hundred Riyals). These violations are:

1. Not equipping trailers as required by regulations.
2. Not presenting vehicle for periodic technical inspection.
3. Infringing rules by using strong lights.
4. Not following precautions required when parking on public roads in emergencies.
5. Putting bars inside the vehicle that prevent driver vision.
6. Driving without carrying the driving licence or vehicle registration licence.
7. Leaving the vehicle on a slope road without taking necessary precautions.
8. Violating rules for driving on roads.
9. Not preserving vehicle’s plates number.
10. Non-completion of transfer of vehicle ownership.
11. Non-completion of vehicle use domain.
12. Not wearing seat belts.
13. Non-using safety seats meant for children.
14. Defying priority rules.
15. Exceeding time limits set for exporting a vehicle prepared for export.
16. Using cell phone while driving.
17. Misusing vehicle’s horn.
18. Not wearing a helmet when riding a motorbike.
19. Driving within lanes not intended for driving.
20. When animals owners do not keep their animals away from road.

Category IV Violations, extra measures that might be taken thereon:
Penalties for such violations (A fine not less than 100 Riyals and not more than 150Riyals). These violations are:
1. Using unauthorised devices inside the vehicle or fixing logos or posters contrary to public morals.
2. Leaving vehicles on public roads in unauthorised areas unnecessarily.
3. Throwing any objects outside the vehicle while it is moving.
4. Driving a vehicle without front plate numbers.
5. Getting off or riding into a vehicle while it is moving.
6. Pedestrians crossing roads from places other than those allocated for them.
7. Pedestrians non-compliance with signals defined for them.
8. Slowing down driving in a manner that impedes smooth flow of traffic.
9. Parking in places defined for persons with special needs if he is not from that category.
10. Parking in places defined for persons with special needs while you are not from the category.
11. Not focusing on road while driving.
12. Absence of an insurance policy.

Traffic Violations Points System:
If the number of points recorded against him reached (24) points, the driver’s license would be revoked as follows:
1. If the violator got (24) points for the 1st time within 1 Hijri year, the driving licence is withdrawn for a period of 3months.
2. If the violator got (24) points for the 2nd time within one Hijri year, the driving licence is withdrawn for 6 months.
3. If the violator got (24) points for the 3rd time within one Hijri year, the driving licence is withdrawn for 1 year.
4. If the violator reaches (24) points for the 4th time within one Hijri year, the driving licence will be revoked.

Driving School fees:

  • Private Driving License Course: SR. 435 (regular applicants)
  • Private Driving License Course: SR. 100 (part-time applicants)
  • Public Driving License Course: SR. 435 (for company and establishment employees and individuals who have a Private Driving License for the past 2 years)
  • Public Driving License Course: SR. 560 (for individuals not mentioned above)
